Set up and use Magnifier with Assistive Access on iPad
A person using Assistive Access on iPad can use the Magnifier app 
to zoom in on text and objects around them. You can add the Magnifier app when you set up Assistive Access or anytime after.
Add the Magnifier app
Exit Assistive Access if it’s active.
Go to the Settings app
.Tap Accessibility, then tap Assistive Access.
Tap Manage Apps, then tap
next to Magnifier.
Use iPad like a magnifying glass
Enter Assistive Access if it’s not active, then go to the Magnifier app
.Point the iPad camera at a nearby object or text.
Tap Zoom In or Zoom Out.
On any screen in Assistive Access, the person using Assistive Access can always tap Back to return to the previous screen.
