Add users to organizational units in Apple Business
In Apple Business, you can add a user to an organizational unit whose role has the following permissions:
View apps and books
Assign licences for apps and books
That user can then transfer licences for apps and books, even if they didn’t initially get the licences for them.
By selecting an organizational unit from the pop-up menu, that user is indicating that they want to transfer licences to that organizational unit. If they don’t see an organizational unit listed, they don’t have permissions for that organizational unit. They need to contact the user shown in the window and request that they be added to that organizational unit where they want to manage app licences. Users with roles that have the above permissions in multiple organizational units can then move licences between them.
Licences that are currently assigned in a device management service are still listed as assigned and are unavailable. When unassigned, those licences appear as available for transfer in Apps and Books.
Because all users with the role of Organization Administrator have access to all organizational units, it’s recommended that they be the ones to renew tokens for all the organizational units at once. Another reason to use Organization Administrators is that they’re also probably the ones managing any device management services.
