Invite VPP purchasers to Apple Business Manager
If you have Volume Purchase Programme (VPP) purchasers who were not included when you upgraded to Apple Business Manager, you can invite them to your organisation.

In Apple Business Manager
, sign in as a user that has the role of Administrator or Content Manager.Tap your name at the bottom of the sidebar, tap Preferences
, then tap Enrolment Information 
.Tap Invite VPP Programme Facilitator at the bottom of the page.
Enter the Apple ID of the VPP Programme Facilitator account you want to invite to Apple Business Manager, then tap Invite.
The user receives an email with a link to join your organisation. After they sign in to Apple Business Manager, they are asked to upgrade their account. After they upgrade, they can start using Apple Business Manager, and you will see the account as a Content Manager in your primary location.
