Assign apps to devices in Apple Configurator 2
You can assign apps—including newly assigned apps and app updates—to devices, even if the App Store is disabled. Apps purchased through volume purchasing can be assigned to devices in any country in which the app is available on the App Store. You can also assign apps and books to Blueprints.

To use Apple Configurator 2 to add apps, you must first sign in with an Apple School Manager or Apple Business Manager account that has permissions to buy apps and books or your personal Apple ID. See App Store account.
WARNING: If you’re using an older VPP account that’s already associated with an instance of Profile Manager, all app assignments from that association will be revoked. If your older VPP account is already associated with a third-party MDM solution, consult the MDM vendor before you sign in with the Apple ID associated with your VPP account or the Apple ID associated with a purchaser you specify.
