iOS: 'No Network Connection' when making a FaceTime call using cellular

Symptoms
When attempting to place a FaceTime call, the "No Network Connection" alert may appear while connected to a cellular network:

No Network Connection
Connect to a Wi-Fi network or
cellular or cellular data to use FaceTime.
Resolution
This can occur when trying to place a FaceTime call when "FaceTime over Cellular" is disabled. Verify that you have an active cellular data connection, and then do the following:
- From the alert, tap Cellular Settings
- Scroll down and verify that FaceTime is on
You can also:
- Tap Settings > FaceTime
- Verify that Use Cellular Data is on
Note: If your carrier does not support "FaceTime over Cellular", this setting is not available. If your current data plan does not support "FaceTime over Cellular", you will be prompted with instructions on how to activate it on your device.
