Go to Settings > iCloud and tap Change Storage Plan. You can choose a different plan whenever you want.
iCloud comes with 5 GB of free storage for iCloud Backup, iCloud Drive, iCloud Photo Library, and iCloud Mail. Music, movies, apps, books, and TV shows you buy don't count against that free storage.
