iOS 14.4.1 and iPadOS 14.4.1 unavailable for delayed software update

Apple recommends that you update to iOS 14.4.2 and iPadOS 14.4.2 or later.

The difference between 14.4.1 and 14.4.2 is a fix for the Webkit vulnerability CVE-2021-1879. Administrators can adjust the software update delay to allow users to install 14.4.2, which was posted on March 26, 2021, or install a specific OS version using the Schedule OS Update command. Refer to your MDM vendor for instructions on adjusting the delay or sending this command.
