Migrate content tokens to Apple Business Manager
In Apps and Books, there are now two types of tokens associated with app and book licences.
Legacy tokens are user-based tokens associated with the person who downloaded them. This person can only do the following:
Download the legacy token and upload it to their mobile device management (MDM) solution.
Assign and reassign apps they have purchased to users and devices using their MDM solution.
Assign books they have purchased to users using their MDM solution.

Location tokens for each location
Content Managers can download a location token for locations where they have permissions, and can upload the token to their MDM solution to assign books and to assign or reassign apps. Make sure your organisation uploads location tokens for all locations where purchases or transfers were made in Apps and Books.
Note: Before you start managing tokens, check with your mobile device management (MDM) vendor to learn which solution they support:
a single user-based token
multiple user-based tokens
a single location-based token
multiple location-based tokens
Assigned licences vs. unassigned licences
If you have any licences that are currently assigned to users or devices, those cannot be migrated until they are unassigned. You should upload your legacy token and your new location token to your MDM solution.
If you do not have any assigned licences, all licences will migrate to Apps and Books, and you can replace your legacy token with your location token.
