Use MDM to install apps on iOS 9 and iOS 10

You can use Mobile Device Management (MDM) and the Volume Purchase Program (VPP) to install apps on devices that can't run iOS 11.

If you have iOS devices that can't run iOS 11, you might need to install the last version of an app that was compatible with iOS 9 or iOS 10. With MDM and VPP, you can install these apps using device-based license assignment—or user-based license assignment if your MDM is using the latest version of the MDM protocol.

Users can also download these apps from their purchase history in the App Store. If the apps aren't already in a user's purchase history, you can use MDM to assign a license for the apps.
