If the Apple Loops Utility isn't available in Logic Pro X 10.4

Logic Pro X 10.4 on macOS High Sierra no longer supports the Apple Loops Utility.

If you're using Logic Pro X 10.4 on macOS High Sierra, "Open in Apple Loops Utility" won't appear in the Functions pop-up menu. In Logic Pro X 10.4 and later on macOS High Sierra, you can add and tag loops in the Apple Loops browser, and manipulate the loops using Flex Time.

Logic Pro X on macOS Sierra supports the Apple Loops Utility.
