Mac OS X Server 10.3 or later: FTP clients cannot connect, "shutdown" message appears

Symptoms

In a certain situation, the FTP server unexpectedly shuts down, and clients can't connect. This is the message you see:
 

    "FTP server shutdown -- please try again later"

Resolution

It occurs if the file "shutdown.txt" is erroneously generated. To resolve the issue, delete this file. Its full pathname is:

/Library/FTPServer/Messages/shutdown.txt
