Remote Desktop 2.0 or later: Can't set Startup Disk if the Startup Disk preference is open at the client
Symptoms
Apple Remote Desktop 2.0 or later can't successfully specify a startup disk if the Startup Disk preference pane is open locally or has been recently viewed (since System Preferences was last quit) at the target computer. After using the Set Startup Disk feature from the Manage menu, the target computer will report the change was successful, but the startup disk won't actually change.

Resolution
To resolve the issue, do one of the following:
- Select the "Restart when done" option when configuring the startup disk in Remote Desktop, OR
- Quit System Preferences on the target computer before using the Set Startup Disk feature in Remote Desktop.
