iTunes for Windows won't open if firewall software is not up-to-date
Symptoms
If you're having difficulty opening iTunes for Windows after installing it on a compatible computer, it could be due to Norton Internet Security if you also have it installed. Norton Internet Security or Norton Personal Firewall may be blocking iTunes from opening. This can happen if Norton Internet Security isn't configured to permit iTunes and QuickTime Internet traffic.
Products Affected
iTunes 7 for Windows, Norton Internet Security
Resolution
To resolve this issue, download and install the latest firewall definitions from Symantec for Norton Internet Security or Norton Personal Firewall to allow iTunes and QuickTime to launch and connect to the Internet.
After installing the updates, restart the computer and try connecting to the iTunes Store again.
