iTunes for Windows XP and Windows 2000: Unable to create a new Apple Account or view account information

Symptoms
When you try to create a new Apple Account (Apple ID) with iTunes or when you try to view existing account information, this alert may appear:
"Could not complete your iTunes Store request. The store may be busy. Check your Internet connection or try again later."
Resolution
Note: If you are unable to create a new Apple Account (Apple ID) or view Account information in Windows Vista or Windows 7, see this article.
- Make sure iTunes is up to date by using Apple Software Update. If Apple Software Update is not installed, download and install iTunes from the web.
- If the issue persists, make sure the computer's date is correct:
- Click the Start button, then choose Control Panel.
- Click "Date, Time, Language, and Regional Options" if it is present.
- Open Date and Time.
- Click the Internet Time tab in Date and Time Properties.
- Select the "Automatically synchronize with an Internet time server" checkbox if it is not selected.
- Choose any server from the Server menu.
- Click Update Now.
- Click Apply.
