Mac OS X: Other users' Home folder names always appear in English

Summary

If you have chosen a language other than English in Mac OS X (as configured in International preferences), all folders belonging to other users will be displayed in English, with the exception of shared folders (Public and Sites).

This happens because user accounts do not have access to other user's language settings (specifically, to the ".localized" folder inside the folders), so English names are used by default. Mac OS X cannot show the non-English name of the folder because that name is stored inside the folder. If you don't have access to the contents of the folder, you can't retrieve the localized (non-English) name.

Additional Information

In the below example, the contents of the Home of an account named "apple" and an account named "orange" are shown while logged in as "apple". Notice that the Desktop, Documents, Downloads (Mac OS X 10.5 Leopard only), Library, Movies, Music, Pictures, which are all exclusive to a single user, appear as English for "orange" (regardless of what the "orange" user has set in their International preferences).
